About

I am a digital transformation leader with over two decades of experience operating at the intersection of health systems, governance, and enterprise technology. My work focuses on translating digital ambition into structured implementation—aligning policy, operating models, architecture, and delivery.

At the World Health Organization (WHO/Europe), I contribute to regional digital health transformation across 53 Member States, supporting health information system maturity assessments, governance alignment, and responsible digitalisation initiatives under the Regional Digital Health Action Plan 2023–2030.

Previously with PAHO/WHO, I supported national digital health reform in Guyana, including development of a National eHealth Strategy using the WHO-ITU methodology, telemedicine expansion (selected as 1 of 36 funded proposals globally), and coordinated assessment of the Integrated Health Services Delivery Network across all ten administrative regions.

Earlier in my career, I led enterprise IT operations and SAP ERP implementation across multi-site private sector environments, strengthening governance, infrastructure resilience, and systems integration.

This blend of policy planning, governance structuring, enterprise architecture insight, and implementation delivery allows me to bridge strategy and execution across complex environments.

Technical Officer – Digital Health
World Health Organization (WHO/Europe) | Copenhagen

Contributing to regional digital health transformation across 53 Member States under the Regional Digital Health Action Plan 2023–2030.

  • Lead Health Information System (HIS) maturity assessments across multiple countries
  • Advise Ministries of Health on governance, interoperability, and digital strategy alignment
  • Contribute to Strategic Partners’ Initiative for Data & Digital Health (SPI-DDH)
  • Develop technical guidance and regional knowledge products

eHealth / Information Systems Focal Point
PAHO/WHO – Guyana

Supported national digital health reform and implementation planning within the Ministry of Public Health, as well as led IT Operations within the PAHO/WHO Country office

  • Started development of National eHealth Strategy (WHO-ITU methodology)
  • Secured telemedicine expansion grant (1 of 36 selected globally)
